PRAKITCA CAMERA RAPID WIND LEVER NOT WORKING?

Ive got a praktica MTL5B, ive loaded the film like the manual says but the rapid wind lever wont budge well it will..but it stops half way and wont click and so the exposure counter doesnt show how many photos have been taken

what am i doing wrong!
