If you merely want to downsize an image, it's possible to do it in MS Word.
Drag and drop an image into a Word Document. Click on the image and then click on one of the 6 handles.

If you want to upgrade the image size, you're going to run into pixle trouble unless you use one of the commercial applications designed for this procedure.

I am amazed at how well this works! I have to resize lots of images for horseshows and the Photoshop actions don't work this well!
