Not really familiar with windows picture and fax viewer, however I have had this problem with windows explorer and every once in a while have to set the sort options to achieve a specific goal.

Courtesy of dougj, may i recommend a small but simply brilliant, and may I add free, picture viewer by the name of
Faststone http://www.faststone.org/FSViewerDetail.htm This utility provides for the downloading of images and thus far mine have always come up in the proper numerical order!
I have only been using it for a few days but have already quit using my other viewers. The above url will provide a screenshot and rundown on features.
