Epson R220 Electrical Shock

While trying to swap the hard drive in my computer, I began to receive electrical shocks from the metal case. The computer was unpluged, which at first confused me. I traced the cause to the usb plug going to the Epson R220 printer. When I measured with a meter, I found the metal shield had 60 volts potential to ground. I have not had the time to return the item to the store, and I was wondering if this is an isolated case, or if perhaps other users are unknowingly using a faulty printer.
