cannot create new sub-galleries

As of today, I am unable to create new galleries, the option is gone when I go to edit galleries.

I have the same issue: the option to create a new gallery has disappeared.

It returned for a while last night, now the option to create galleries is missing again, and the blue portion on the top part of the edit page takes up much more space.
