No !doctype declaration on profile pages...

Surprisingly enough I found only two posts touching on the subject (quite ancient - from 2006 and 2007), unanswered:

What is the reason for not including !doctype declarations in HTML for the profile pages (and any gallery, subgallery pages likewise)?
Apart from failing W3C validation tests, this has some practical consequences. I've just done some changes to my CSS stylesheet
for better presentation of my imagery. But because of "IE box model bug" the results are not consistent between FF and IE.
The inclusion of a !doctype declaration does remedy the situation (I tested it locally on my computer).
