Professional print making from digital files

For "best quality" available to make large prints, 30" or better, what do you use for scanning, original file capture, and printing method ... printing machine, paper, ink???

I've heard of all types, but I do not know much about any of it.

I'm looking to make the best prints possible from film scans.

From film scans? Are they negatives, or slides. If negatives, why are you converting them to digital? To manipulate? Best quality is to have a print made from the negative.
