it's a Lapwing, or (I think this is right, i know it's a plover) Ringed Plover.
one year there was a nest in a field near me. dear little chicks...! i was there when they had only just hatched, didn't stay of course!

thank you - i looked at images.google.com , must be a Lapwing - Ringed Plover does not have that nice hairstyle
