Getting a housing for your camera would be a good start :D Alot of the Sony and Olympus point and shoots have housings available for great prices. Digital SLR users are stuck buying housings that cost sometimes twice what the camera cost! Turn the flash off, and use the sun for exposure in shallow water and shoot away!

Yeap... You should also consired the simple probabilistic fact of water in camera case:
The more complex the case is the more chances you get water can come inside.
I have a simple EWA plastic bag with a glass at the end and it just works fine with my Oly 3040z for 12 meter underwater photography.
If you want to take a look at it you can see Peter S. Page(the guy who sell it to me)

PS. Hmm.. But there is always the chance of buying a simple disposable camera.
